The Council conclusions of June 2019 stress that persons with disabilities still face significant barriers to participating in sport — including inaccessible infrastructure, lack of trained coaches, limited adapted equipment, financial constraints and social prejudice. Ensuring equal access to sport is presented as essential for promoting health, inclusion, personal development and social participation.
Member States are encouraged to remove these barriers through comprehensive and inclusive sport policies. This includes ensuring accessibility of facilities and transport, training coaches and sport staff in disability awareness, supporting inclusive and adapted sport programmes, and providing financial and logistical assistance where needed. Cooperation across sectors — sport, health, education and social affairs — is strongly recommended.
The European Commission is invited to promote the exchange of good practices, collect comparable data, and integrate accessibility and inclusion for persons with disabilities into EU funding, research and policy initiatives. The overall aim is full participation in sport for all citizens, regardless of ability.
The Resolution introduces a clearer and more coherent system for how EU Member States are represented in the WADA Foundation Board and how they coordinate positions ahead of WADA and CAHAMA meetings. Replacing the 2011 framework, it draws on earlier Council conclusions on anti-doping and reflects the need for the EU and its Member States to act effectively in global anti-doping governance.
The updated model allocates the three EU seats in WADA’s Foundation Board as follows: one to a minister from the incumbent Trio Presidency, one to a minister from the future Trio Presidency, and one to a jointly designated governmental expert from another Member State.
Mandates last three years, with clear rules for continuity and replacements. Coordination is strengthened through CAHAMA and, when useful, the Council’s Working Party on Sport, ensuring consistency with EU law and formally agreed EU positions. Annexes set out detailed procedures for nominations and for preparing EU positions, creating a predictable and unified approach to WADA affairs.
