The conclusions affirm that self-organised sport — informal or non-club-based physical activity undertaken in leisure time — plays a valuable role in promoting active, healthy and inclusive lifestyles. They emphasise how this form of sport complements organised sport by providing flexible, low-barrier opportunities for citizens, helping overcome obstacles such as time constraints, cost, and formal competition settings.
Member States are invited to support self-organised sport through policies that promote its accessibility (including for disadvantaged groups and underserved areas), guide safe participation (especially via digital and community tools), expand infrastructure in informal settings, and recognise the role of coaches, volunteers and non-formal learning.
The Commission and sport stakeholders are likewise called on to improve data-collection on self-organised sport, share best practices, integrate digital support and ensure public-space planning aligns with participation needs.

This Work Plan sets out the European Union’s strategic framework for sport and physical activity for the period 1 July 2024 to 31 December 2027. It focuses on three pillars: integrity and values in sport, the socio-economic and sustainable dimensions of sport, and participation in sport and health-enhancing physical activity.
The document invites Member States, the European Commission and sport stakeholders to work together to uphold fairness, transparency and inclusion in sport; to contribute to economic growth, innovation, sustainability and the green transition via sport; and to increase opportunities for all citizens to engage in physical activity across age-groups, especially the underserved.
The Work Plan additionally emphasises cross-sectoral cooperation, the European sport model, good governance and evidence-based policy making
