Topic: Sport-related aspects of on-line betting.
Background paper
The resolution establishes a three-year EU Work Plan for Sport covering 2011-2014, recognising that sport is a Union competence and can support, coordinate and complement Member States’ actions.
It reflects the Europe 2020 Strategy (smart, sustainable, inclusive growth) and identifies three priority themes: (1) integrity of sport, including anti-doping, match-fixing, agents and good governance; (2) social values of sport, including health-enhancing physical activity, social inclusion, education and volunteering; (3) economic dimension of sport, including sustainable financing, data collection for evidence-based policy and integration of sport into other EU policy fields.
The resolution invites Member States and the Commission to implement specific actions via expert groups, structured dialogue and annual monitoring, culminating in a report by 2014 and shaping the next period’s plan. It emphasises respect for the autonomy of sport and the subsidiarity principle.
