The Council of the European Union recognises that doping in recreational sport and fitness settings poses growing health and ethical concerns. It notes that while anti-doping measures have traditionally focused on elite athletes, the use of performance-enhancing substances among amateur participants and fitness enthusiasts is increasing, often linked to aesthetic goals or body image pressures.
Member States are urged to strengthen prevention and education, raise awareness of health risks, and promote cooperation between sport organisations, health authorities, law enforcement, and customs. The Council also highlights the need for effective national frameworks to combat the production, trafficking, and use of prohibited substances.
Finally, the Council extends the mandate of the Expert Group on Anti-Doping to gather best practices and prepare recommendations on tackling doping in recreational sport, while the European Commission is invited to support research, improve data collection, and promote transnational exchange of evidence-based policies and good practices.
